कोविंद ने हवाना विश्वविद्यालय में छात्रों, नेताओं और राजनयिकों के सामने अपने भाषण में 'इंडिया एंड ग्लोबल साउथ' का उल्लेख करते हुए कहा कि "विकास के लिए साझेदारी दोनों देशों के बीच अंतर्राष्ट्रीय संबंधों के केंद्र में रही है।"

इस संबंध में, उन्होंने ब्यूनस आयर्स में मार्च 201 9 में दक्षिण-दक्षिण सहयोग पर उच्च स्तरीय संयुक्त राष्ट्र सम्मेलन आयोजित करने के लिए जून की शुरुआत में लिए गए निर्णय का स्वागत किया।
यह एक ऐतिहासिक क्षण था क्योंकि क्यूबा में 1959 की क्रांति के बाद से किसी भी भारतीय नेता ने द्वीप का दौरा नहीं किया था। इस क्रांति ने फिदेल कास्त्रो को सत्ता में लाने और वर्तमान कम्युनिस्ट प्रणाली की स्थापना करने में महत्वपूर्ण भूमिका निभाई थी।
कोविंद ने यहां जेनेटिक इंजीनियरिंग और बायोटेक्नोलॉजी (सीआईजीबी) सेंटर का भी दौरा किया और क्यूबा के राष्ट्रीय नायक जोस मार्टिन और राष्ट्रपिता महात्मा गांधी को समर्पित मूर्तियों को श्रद्धांजलि दी।
